Demand response is a critical resource that must scale effectively to balance the grid. However, questions around measurement accuracy and best settlement practices can cloud performance data and negatively affect future market design and policy.

California’s August 2020 heatwave exposed some uncertainties relying on common demand response measurement methods. In response, the California Independent System Operator (CAISO) engaged Recurve to analyze the performance of supply-side demand response resources participating in the CAISO market utilizing the FLEXmeter methods, an open-source baseline and comparison group approach.

In this case study, panelists will review the method limits of current baseline methods in extreme events and outline solutions to overcome data access implementation barriers.
